Dr. Ugi Suharto obtained his PhD in 2000 from the International Institute of Islamic Thought and Civilization (ISTAC), Malaysia, in Islamic Civilization (majoring in Islamic Economics). Both of his B.Ec (1990) and Master of Economics (1993) are from the International Islamic University Malaysia (IIUM). Dr Suharto spent 2 years in University College of Bahrain (UCB), 5 years in International Islamic University Malaysia (IIUM), and a further 7 years in at the International Institute of Islamic Thought and Civilization (ISTAC) during the time the institute led by its Founder-Director, Prof. Dr. Syed Muhammad Naquib al-Attas. He served as the Director of the Islamic Finance Program during his time at the University College of Bahrain.
Dr Suharto's research interests include Islamic Economics and Finance, Fiqh al-Mu'amalaat, Islamic Thought and Civilisation, and the Hadith studies. Being an academician in Islamic Economics and Finance enabled Dr Suharto to teach as a part-time and visiting lecturer in some other international institutes of Islamic finance such as the International Centre for Education in Islamic Finance (INCEIF), Malaysia, IIUM Institute of Islamic Banking and Finance (IIiBF), Malaysia, and the Faculty of Economics of Universitas Airlangga, Indonesia.
Dr Suharto has published more than 30 articles on Islamic Studies and Islamic Economics in various publications and academic journals, in Indonesia, Malaysia and other countries. He is also the author of two books; Kitab al-Amwal: Abu ‘Ubayd's Concpet of Public Finance (ISTAC, 2005) and Isu-Isu Sentral Dalam Pemikiran Islam Liberal (Kuala Lumpur, 2007). The first book has been translated into Indonesian language with the title Keuangan Publik Islam: Reinterpretasi Zakat dan Pajak. Dr Suharto produced and contributed several chapters to a book ‘Turkiye ile Endonezya'nin Dis Ticaret Stratejileri ve Yatirim Imkanlari (Investment Opportunities and Foreign Trade Strategy of Indonesia and Turkey) published in Istanbul by Tasam Yayinlari (2006). His popular writings include Dispelling Schumpeterian's Great Gap published by Islamic Banking and Finance magazine (United Kingdom, 2009).
With his colleagues from ISTAC, Dr Suharto founded the Institute for the Studies of Islamic Thought and Civilizaton (INSISTS), an educational NGO in Jakarta, and was the Executive Director from 2004-2005. He was also the first Chairman (2007-2008) of Unit Pelayanan Zakat (UPZ) of Malaysia, an international branch of Badan Amil Zakat Nasional (BAZNAS) which is the national zakat agency in Indonesia. Dr Suharto is currently a member of Advisory Boards, International Indonesian Scholars Association (IISA), (2009 - 2010).
This present work deals with an analytical study of the Kitab al-Amwal of Abu ‘Ubayd as an early discourse on Islamic public finance.
